Arizona Revised Statutes section 13-3301 defines gambling around risking or giving something of value for an opportunity to obtain a benefit from chance, skill, or a future contingent event. The same section recognizes specified exceptions, including bona fide business transactions and regulated fantasy sports, but it does not use the phrase "sweepstakes casino." Section 13-3303 separately addresses promoting gambling for a benefit and lists amusement, regulated, and social-gambling exceptions.

The enforcement record matters alongside those definitions. An indexed June 27, 2025 Arizona Department of Gaming release placed Stake.US in its sweepstakes category and alleged violations of Arizona gambling laws. Direct retrieval of the official PDF returned an access restriction during our August 23, 2026 review, so this page does not present it as independently downloaded evidence.
