What the law says
The Indiana Gaming Commission may levy a civil penalty of $100,000 against an operator or individual who knowingly uses the Internet to conduct a sweepstakes game in Indiana or in a transaction directly involving a person located in Indiana (Ind. Code § 4-33-10-7(b)). No criminal penalty in the final sweepstakes section; earlier-draft Level 6 felony language was removed by amendment.
