New York bans the game and its suppliers, and lets regulators define dual currency
What the law does
The act adds section 912 to the Racing, Pari-Mutuel Wagering and Breeding Law1. It covers any game, contest or promotion reached online or on a phone that uses a dual-currency system letting the player exchange the currency for a cash prize or cash equivalent, or a chance at one, and that simulates casino-style gaming such as slots, video poker, table games, lottery games, bingo or sports wagering. The statute does not say what a dual-currency system is; it tells the State Gaming Commission to decide. Subdivision 2 then sets out a pair of bans1. The first stops any licensee, applicant, employee, investor, board member or other person or entity from operating, conducting or promoting these games within the state. The second stops financial institutions, payment processors, geolocation providers, gaming content suppliers, platform providers and media affiliates from supporting them. Subdivision 3 attaches a fine for each violation and the loss of a gaming license, or ineligibility for one1.
What has happened since
Senator Addabbo introduced the bill on March 4, 2025, and it passed the Senate on June 11 and the Assembly on June 17, 20252. It was delivered to the Governor on December 1, 2025, and it was signed as chapter 605 four days later2. Section 3 of the act makes it take effect immediately, so the signing and the effective date we hold, December 5, 2025, fall on the same day1. Our event history for New York has one entry, "S5935-A signed (2025 N.Y. Laws ch. 605): online sweepstakes prohibited"2, and nothing recorded after it under section 912. We list 117 tracked operators as not taking players from New York, and none has an exit date on file, so our record cannot say which of them left before the December 5, 2025 signing and which left after it2.
What is still open
The first question is the definition. The section leaves the meaning of a dual-currency system to the Gaming Commission, and our record holds no determination from it, so the reach of the ban rests on the statute's wording alone. The second is who counts as a media affiliate under the support ban. Our state record marks affiliate liability as present, yet the text does not define the term. The third comes from section 1, which says the Gaming Commission or the Attorney General is to stop a person from starting or continuing operations when it or an affiliate knowingly takes in revenue derived from these games1. Section 912 itself carries no such revenue test, and no agency reading in our record says whether licensing reviews will apply one1.

What the law says
Fines of not less than $10,000 and not more than $100,000 for each violation, plus revocation of or ineligibility for a New York gaming license; fines are paid into the Commercial Gaming Revenue Fund for problem-gambling programs. The prohibition reaches operators and the supply chain, including financial institutions, payment processors, geolocation providers, gaming content suppliers, platform providers, and media affiliates.
