What the law says

D.C. Code §22-1701: keeping, setting up, or promoting any lottery, or selling/transferring any chance or interest in one, is punishable by a fine (per §22-3571.01) or imprisonment up to 3 years, or both; possession of lottery records is prima facie evidence of violation.
