What the law says

Under existing law, making a bet or selling/transferring a chance to participate in a lottery is a misdemeanor (§ 609.755); conducting a lottery or maintaining a gambling place carries up to 364 days and/or a $3,000 fine (§ 609.76 subd. 1); sports bookmaking is a felony (§ 609.76 subd. 2). No sweepstakes-specific penalties exist.
