What the law says

Player-side gambling is a class B nonperson misdemeanor (K.S.A. 21-6404(b)). Operator-side, commercial gambling — including conducting a lottery — is a severity level 8 nonperson felony (K.S.A. 21-6406(b)(1)). These apply only if a sweepstakes is recharacterized as a lottery or betting scheme.
