What the law says

Under M.G.L. c. 271 §7, setting up or promoting an unlawful lottery is punishable by a fine of up to $3,000 or imprisonment up to 3 years in state prison (or up to 2.5 years in jail/house of correction). No sweepstakes-specific penalties exist; the failed H. 4431 would have added fines up to $100,000 per violation and up to 2 years imprisonment.
