Rhode Island combines a broad lottery prohibition with licensed exceptions

Rhode Island General Laws section 11-19-1 prohibits setting up, carrying on, promoting, or drawing any lottery, chance, game, or device for money, property, or articles of value unless authorized in the listed provisions. The enacted section carries potential imprisonment of up to two years or a $2,000 fine. It does not expressly name internet sweepstakes casinos or a dual-currency model. Other chapter provisions, including door-prize exceptions, are narrower and fact-bound. The statute should not be read as an enacted sweepstakes-specific ban or authorization.

Secretary of State Form 660 explains that games, contests, or promotional schemes at retail establishments with prizes over $500 must file information with the Secretary, and says games offered to Rhode Island residents must register. That filing requirement is consumer and promotion regulation, not a license to operate an online casino.
