13 V.S.A. §2101: setting up or promoting an unauthorized lottery, or aiding or being 'concerned in so doing,' carries up to 1 year imprisonment and/or a $10,000 fine for a first offense, and up to 3 years and/or $10,000 for each subsequent offense (charitable gaming excepted via §2143).
