Vermont's sweepstakes exception is limited by a no-venture condition

Vermont 13 V.S.A. section 2101 makes setting up or promoting a lottery for money or property, or disposing of money or property by lottery, criminal except for nonprofit provisions in section 2143. The same chapter separately addresses gambling machines, bookmaking, and penalties. Section 2143b permits organizing, executing, or participating in a contest or game of chance, including a sweepstakes, only when entrants are not required to venture money or other valuable things. These are enacted provisions, but the statute does not define a modern dual-currency casino product.

Section 2143b is a no-venture rule, not blanket online casino authorization. A platform that sells Gold Coins, awards redeemable Sweeps Coins, or makes free entry available alongside a paid path may require analysis of whether participants ventured value and whether the structure is a lottery or gambling machine. S.318 concerning casino gaming and H.669 concerning Internet lottery sales are pending legislative proposals in committee; neither is enacted sweepstakes law. The reviewed Vermont sources contain no agency order, prosecution, or court decision naming an online sweepstakes-casino operator.
